This is the most commonly overpaid requirement in Texas. Long-licensed operators routinely buy a full four-hour package they do not owe, because most providers lead with the four-hour product and bury the shorter one. If you have been licensed 15 years or more, you owe two hours.
The waiver is not something you apply for and it is not a discount. TDLR states the additional two hours of continuing education are waived and will not be required. You still complete the sanitation hour and the human trafficking awareness hour, from a department-approved provider, every renewal cycle.
How many CE hours do you need in Texas after 15 years licensed?
If you have held a Texas license for at least 15 years, you complete only 2 hours of continuing education at renewal: 1 hour of sanitation and 1 hour of human trafficking awareness. TDLR waives the additional 2 elective hours, so they are not required of you. Everyone under 15 years licensed still completes the full 4 hours.

The 15-year rule applies to barbering and cosmetology licenses. It does not reduce a laser hair removal registration, which stays at eight hours no matter how long you have been registered.

How the exam works
Written for people who have done this for fifteen years or more, so it skips the beginner material entirely. TDLR requires an examination component for online laser training; it does not impose that on barbering and cosmetology coursework, so these two hours are spent on instruction. One CE hour in Texas is 50 minutes of real instruction, which makes this roughly 100 minutes of content.
How your certificate of completion is issued
The provider issues your certificate of completion within 15 days of the course end date, and you keep it for 2 years. TDLR is specific about what has to be on it — for laser hair removal training the certificate must include:
- your name as the licensee or trainee
- the date you completed the training
- the course title
- the provider name
- the number of completed hours

Frequently asked questions
Do I really only need 2 hours of CE after 15 years in Texas?
Yes. TDLR states that if you have held a Texas license for at least 15 years you complete only 2 hours of continuing education — 1 hour of sanitation and 1 hour of human trafficking awareness — and that the additional two hours are waived and will not be required. If you have been buying four-hour packages, you have been buying hours you do not owe.
Does the 15 years have to be continuous Texas licensure?
The rule is written around having held a Texas license for at least 15 years. Because gaps, reinstatements and out-of-state time can complicate that count, confirm your own eligibility against your license record before you buy the short package. If you are close to the line, buy the four hours — extra approved hours never hurt you, missing hours do.
Does the 15-year rule reduce my laser hair removal CE too?
No. The 15-year reduction sits in the barbering and cosmetology continuing education rules. An individual laser hair removal certificate of registration carries 8 hours of continuing education at renewal regardless of how long you have been registered, and those hours are separate from your cosmetology-side obligation.

TDLR gives a provider 7 days to file your completed hours electronically and 15 days to get your certificate to you. We do not use that window. When you pass, we file your hours with TDLR the same business day and your certificate of completion is in your email that same day.
